Mark R. Hagerott
Dr. Mark R. Hagerott is Chancellor for the North Dakota University System.

Prior to his transition to an academic career path, Hagerott held numerous leadership positions in the U.S. Navy, both aboard ships and in administrative positions in the Department of Defense. A certified naval nuclear engineer in power generation and distribution, he served as chief engineer for a major environmental project defueling of two atomic reactors. Hagerott also ran tactical data networks for the Navy and rose to ship command prior to his career in higher education.

Hagerott has held numerous academic leadership roles, serving in Annapolis as the dean of humanities and social sciences, special assistant to the provost, chair of the admissions board, chairmanship of senior faculty senate committees pertaining to assessment and accreditation. He also served as a planning and strategy director in one of the largest U.S. Army educational organizations, NATO Training Mission, which included the Afghanistan army, police, air force, and medical school programs. Prior to his move back home to North Dakota, Hagerott served as the senior civilian and deputy director of the Center for Cyber Security Studies at the Naval Academy and served on the Defense Science Board summer study of unmanned systems 2014-2015.

Chancellor Hagerott's research and writing are focused on the evolution of technology, education, and changes in technical career paths, and he is the author of multiple articles and book chapters, with a recent emphasis on unmanned systems. He continues to serve as a non-resident cyber Fellow of the New America Foundation.

Hagerott holds a B.S. from the U.S. Naval Academy, an M.A. in political science and economics from Oxford University where he attended as a Rhodes Scholar, and a Ph.D. in history from University of Maryland, and also served as a White House Fellow in the first Bush administration.

The chancellor hails from a multi-generation North Dakota family of farmers and energy producers. The Hagerott-Brandenburg family homesteaded in Center and Mandan before statehood, where his father continues work on the fourth-generation farm, and his mother's family came with the first Bakken oil boom.

Tammy Dolan
Chief Financial Officer


Tammy Dolan
Tammy Dolan is the University System's chief financial officer. Dolan oversees administrative affairs as it impacts all stakeholders within the university system.

She previously worked in the Office of Management and Budget Fiscal Management Division as a management and fiscal analyst. While there, she helped develop and implement a new funding model for higher education in North Dakota, which focuses on completed credit hours.

Her 25-year career in state government has centered on the financial and administrative operations of multiple state agencies and the legislative process. In that role her expertise included a portfolio representing 20 state agencies responsible for the state's education and economic development systems. She worked with OMB for nine years, 14 with Workforce Safety and Insurance, and two years with the Office of the State Auditor.

Dolan has a Bachelor of Science degree in Accounting from Minot State University, and both a Master of Business Administration and Master of Management - Human Resource Management from the University of Mary.

Richard Rothaus, Ph.D.
Vice Chancellor for Academic and Student Affairs


Richard Rothaus
Richard Rothaus, the Vice Chancellor of Academic and Student Affairs, has lived all over the United States and overseas. He holds a B.A. from The Florida State University, an M.A. from Vanderbilt University and a Ph.D. from The Ohio State University.

Most recently, Rothaus lived in Minnesota for many years, including the time where he served as a tenured full-professor of History and Assistant Vice President for Research at St. Cloud State University until 2008.

He founded Trefoil Cultural, a cultural resources management firm that focused on the history and archaeology of the Northern Plains.

Rothaus has pursued historical and archaeological research in North America, the Mediterranean, the Middle East, Asia, and Central America. He previously served as the Director of Academic Programs, Research, and Accreditation for the North Dakota University System and a research assistant at the Center for Heritage Renewal at North Dakota State University. Rothaus lives in Bismarck with his wife and youngest son; his older sons live in Minnesota and Wisconsin.

James P. Wisecup,
Interim Vice Chancellor of Strategy and Strategic Engagement



Phil Wisecup
James P. Wisecup is the Interim Vice Chancellor of Strategy and Strategic Engagement. Wisecup, who goes by Phil, is a retired Navy vice admiral, former college president and has deep experience in strategic planning and technology innovation.

Wisecup previously served as the director of the Strategic Studies Group and Navy civilian faculty member of the U.S. Naval War College after retiring from active duty. Prior to that, he had served as Naval Inspector General, and before that, President of the Naval War College after holding several Naval commands.

Wisecup holds dual Masters of Arts degrees in National Security and Strategic Studies, and International Relations. He also holds a Bachelor of Science in International Security Affairs. He is the recipient of the Admiral James B. Stockdale Award for Inspirational Leadership, as well as the Superior Civilian Service Award from the U.S. Navy."

Terry Meyer,
Executive Assistant to the Chancellor / Administrative Support Manager


Terry Meyer
Terry Meyer is the University System's executive assistant to Chancellor Mark Hagerott. Meyer helps to conserve the chancellor's time by maintaining his calendar, managing communication and visitors and arranging his activities and services.

Meyer has been with the NDUS since 1983. Along with assisting previous chancellors, she has also worked with NDUS Presidential and Chancellor search committees.
