Public Statement Regarding HLC Advisory Visit to the North Dakota University System

Statement from the Higher Learning Commission

On April 28-29, 2014 the Higher Learning Commission will conduct a visit to the North Dakota University System to evaluate how its Board governs the 11 universities in the system to ensure compliance with the Commission's Criteria for Accreditation. The President of the Commission scheduled the visit after a complaint filed by a former president of one of the universities in the system and several media articles identified issues regarding governance in the system. The visit will also gather information relating to a proposed amendment to the North Dakota Constitution that the voters in the state will consider as Measure 3 on the November 4, 2014 ballot. This proposed amendment would permanently change higher education governance of the system. Commission policy provides the opportunity to conduct special monitoring when an institution's compliance with Commission accreditation standards might be in jeopardy.

Commission peer reviewers who will conduct this visit will meet with system officials, board members, university presidents, and legislators. The Commission understands that these meetings may be subject to state requirements in North Dakota related to open meetings and transparency, and will act accordingly. However, the reviewers will not be available to discuss the visit or answer questions from members of the public or media. The peer reviewers will report their findings to the Commission President. Based on the findings, the President will determine if a recommendation for action by one of the Commission's decision-making bodies is warranted.
